Mobile information

changethreesixty led the Mobile Information Programme for West Midlands Police, the second largest force in the UK. This is part of the Home Office initiative to use mobile technology to improve the efficiency of frontline policing and promote visibility on the street.

A holistic approach has been taken with significant stakeholder engagement, detailed planning, communications and supplier management to ensure deployment within a short timescale. All aspects of the change - not just the software and devices - have been considered and due diligence undertaken, including reference discussions with other forces.

Trials have been undertaken with over 70 frontline officers using different software solutions on several different personal digital assistants (PDAs). Processes have been reviewed and improvements identified to ensure that inefficiencies are removed before potential mobilisation.

Contact centre telephony

The project to implement the Nortel Contact Centre 6 telephony solution into West Midlands Police had stalled for a number of reasons and changethreesixty was asked to take responsibility for the overall governance and delivery of this important change.

Internal and external stakeholders were engaged and a project board and project team quickly established. As a result of the engagement process a list of issues was identified and weekly progress meetings set up to resolve these issues.

There were a number of different applications in the overall solution that had not been implemented and these were quickly identified and regular supplier reviews established to progress each application. Effective relationships were created with internal contact centre personnel who were involved throughout.

Overall, rapid progress was achieved by getting the project back on track, undertaking effective stakeholder engagement and setting up a governance framework that worked.

Management information systems


Confidential database

A major initiative, driven by the National Policing Improvement Agency (NPIA), will allow key authorised Police personnel to gain access to the CONFIDENTIAL Police National Database. This will ensure all forces in the UK can share sensitive intelligence information at a national and regional level. Security is paramount so access is to be provided through secure terminals with data encrypted in transit and stored securely in a local database.

changethreesixty managed this key CONFIDENTIAL Infrastructure Project at West Midlands Police, sponsored by an Assistant Chief Constable and other senior Police officers. The project will research, propose and implement a separate confidential network overlay on the existing West Midlands Police computer network infrastructure.
